Why No War Authorization?

A friend brought this up and it got me thinking. Why don't we have authorizations for war scenarios? As missile lights, much of our authorization has to do with war scenarios. We have to be able to judge 10 yards, 15 feet, how we're killed by heavies, what to do if our position is overrun by heavies, as well as know how to use the missile weapons we're carrying onto the field. Do heavies or, in a lesser extent, rapier combatants have to go through this? If they do I don't see it. How many times as marshals have we had to explain to heavies, and rapier combatants for cavalier battles, the rules of mixed combat? They never seem to fully understand the additional armor requirements, how far they need to be from a light to call them dead, or even the fact they have to call the light dead. So again I ask, why is there no authorization requirement for war scenarios? If we're concerned about lights being hit by heavies, maybe we should stop looking at how the victims should change and start looking at requiring, rather than assuming, heavies know the rules of mixed combat.
