I. The Archery Guild is a chartered Arts & Sciences guild of the Kingdom of An Tir, under the jurisdiction of the Kingdom Minister of Arts and Sciences.

II. Activities of the Guild:

Shall include but are not limited to holding regular meetings at Crown events, running class workshops and challenges, holding competitions, and

encouraging the exchange of information on period archery and thrown weapons in An Tir.

III. Officers of the Guild: The organization and day-to-day operation of the Guild are the responsibility of the Guild master(-mistress), assisted by appointed officers and others as are deemed necessary.

A. Officer responsibilities and selection process

1. The standard term of office will be 2 years. The current Officer may apply to renew this term and will be considered on the same basis as other applicants.

2. Each opening for a new Officer should be published in the Guild Newsletter as well as announced at the Guild meeting and on the Guild email list at least one, but preferably two, Crown events prior to the end of the term.

3. Selection of new Officers will be decided by the Guild Council. Applicants for any office should submit their application/resume to the Guild Council as soon as possible after the opening has been announced.

4. Applicants for Guild master(-mistress) should submit their application/resume to the Kingdom Arts and Sciences Minister as well as the Council. The KMoAS will select the new Guild master after consultation with and polling of the Council. The Guild master must be of Master craftsman ranking within the Guild.

5. When assessing applicants, considerations should include their experience, background, abilities pertaining to the office, ideas for the office, and the long-term needs of the Guild, which include both change and continuity.

6. All Officers are required to report the status of their office (either in person or in writing) on a quarterly basis to the Guild Chancellor.

7. Any Officer may be removed from office for failure to meet the requirements of their office by the Guild master with sufficient cause or by a two-thirds majority vote of the Council.

8. If required, the Guild master may appoint an interim Officer until a permanent replacement can be found. Office will be open for appointments at the next scheduled meeting.

9. All papers, properties, etc. of the office transfer with the office to the new officer.

10. Prior to every Twelfth Night, the properties/etc. of each office will be inventoried and a copy of the inventory will be given to the Exchequer.

11. Each Officer is encouraged to accept and train a Deputy, to serve as official representative, prospective replacement, and emergency contact responsible to get guild properties back to the Guild.

14. Officers may appoint training and/or special purpose deputies as needed.

B. Guild master (-mistress) – whose duties are:

1. To oversee the running of the Guild at Kingdom level.

2. To report on activities of the Guild to the KMoAS on a quarterly basis and to co-ordinate Guild activities with the Office and other groups within the Kingdom.

3. To coordinate raising funds for Guild purposes.

4. To carry out and encourage the goals of the Guild and the provisions of its by-laws.

5. To work in conjunction with the KMoAS and his/her deputies to encourage the historically accurate recreation of all aspects of archery and thrown weapons.

6. To pass on any complaints and compliments (and other information as needed) in a timely manner to the Officer concerned. If desired, this information may be passed on anonymously.

7. To moderate all Council meetings and to break any impasse in voting which may arise. The Guild master does not have a direct vote.

C. Chancellor – whose duties are:

1. To serve as ‘drop-dead’ deputy to the Guild master, acting as his appointed representative in applicable instances.

2. To coordinate the Guild calendar with outlying branches.

3. To organize SCA and mundane classes and demos.

4. To act as liaison between major event autocrats and the Guild.

5. To provide administrative oversight of all Guild operations.

D. Chronicler – whose duties are:

1. To compile and publish a newsletter for members of the Guild and other interested parties, containing such information as is pertinent.

2. To publish appropriate papers and articles submitted to the Guild.

3. To report quarterly to the Exchequer and the Administrator on the activities of the Office, as per the requirements of the Kingdom Exchequer and the Kingdom Chronicler.

4. To communicate with the Kingdom Chronicler regarding rules and copyright policies.

5. To create initially and maintain the Guild website.

E. Exchequer - is appointed with the concurrence of the Kingdom Exchequer. The duties are:

1. To maintain and oversee the financial records of the Guild following the financial policies of the Kingdom and the SCA, including quarterly reporting to the Kingdom Exchequer.

2. To distribute moneys to the various offices as appropriate.

3. To receive and record membership dues.

4. To act as inventory manager of all non-monetary Guild assets.

5. To coordinate the inventory and financial product associated with the activities of the Guild Merchant.

F. Librarian - whose duties are:

1. To catalog, inventory, and make available whatever books, periodicals, papers, print and audio-visual materials as may come into the possession of the Guild.

2. To act as archivist for the Guild in the collection and storage of such papers and records as are necessary for the well being of the Guild.

3. To coordinate with Guild wardens to insure proper supplies of resources at the branch level.

4. To ensure proper and adequate Guild representation, via the Guild booth concept, at major Kingdom events.

G. Registrar - whose duties are:

1. To maintain membership and ranking rolls.

2. To coordinate and maintain the Cresting Registry.

3. To distribute Guild recognition emblems, favors, and scrolls to those attaining such recognition.

H. Guild warden – whose duties are:

1. To implement Guild policies and purposes at the local level.

2. To encourage up- and down line communication and co-ordination within the Guild.

3. To report quarterly to the Chancellor on activities within the Guild.

4. To ensure Guild presence at local events.

5. To coordinate monthly meetings.

6. To evaluate apprentice and journeyman petitions.

7. To monitor the progress of archery within the context of the Guild’s purposes.

I. Council

Initially composed of the active members of the Order of the Gray Goose Shaft (who wish to participate), with the ultimate composition to be made up of the active Master craftsmen of the Guild.

The duties are:

1. To meet at least once per year, at a specified event.

2. To review applications for advancement within the Guild at such time. All applications pending will require a majority approval of the Council present.

3. To discuss Guild issues and plan the future course of the Guild.

4. Proxies may be sent to the meeting with another Council member or at the discretion of the Council another representative.

IV. Guild Membership

A. A Guild member is a person who is currently paying membership dues.

B. Participation in Guild activities is open to ANY person who has expressed an interest in some aspect of missile arts or sciences.

C. In case of dispute, participants of the Guild shall follow the Grievance Procedure as set forth in the Laws of the Kingdom of An Tir.

D. Yearly dues of $15 per member are to be paid to by the Council meeting.

E. The dues are intended to defray the costs of the newsletter, travel expenses for teachers, and expanding the Guild’s library.

V. Guild Challenges

A. In the style of period guilds, the Archery Guild has a system of challenge levels achieved through testing and evaluation.

1. The goal of the challenges is to provide a benchmark for learning about

archery and thrown weapons, training of persons to become missile A&S judges and to encourage involvement in An Tir's Kingdom Archery Guild.

2. Guild achievement levels carry no special social honors or status either in the peerage of the SCA or in the mundane world. They are recognition of achievement, excellence, and craftsmanship.

3. Determination of the achievement level in the Guild shall be by a vote of the Council. The Council may request input from non-members of the Guild who are recognized as knowledgeable in the specific area of interest.

4. The Council may not waive the requirements of an achievement level as these must be earned by each member no matter what their status outside the guild.

5. Advancement petitions must be made prior to the annual Council meeting. The candidate will then be observed for the period of 1 year by the local Guild warden to determine overall skill and knowledge.

6. If the petition is denied, the candidate may request review by the Council, with this decision being final.

7. If the petition is denied, the candidate may repetition and wait another year.

B. Ranking

1. Associated with specific levels of accomplishment in the knowledge, practice, and teaching of period archery as it pertains to the SCA.

2. Skills include, but are not limited to, bow making, string making, fletching, arrow construction, leather working, combat archery skill, target archery skill, research, costuming, tactics and strategy, history, and other directly related topics.

3. For performance archery – the actual shooting of archery equipment – existing standards of measure (Royal Rounds, Interkingdom Archery Competition, Interkingdom Combat Archery Competition) shall be used to define the Masterwork. The following minimum scores would be necessary – RR 80, IKAC 250, IKCAC 150. Target scores must be shot with equipment conforming to the AnTir definition of period tackle.

2. Apprentice

a. Anyone with an interest in archery may petition to this level, no skill level is necessary.

b. Minimum 1 year training period before petitioning for advancement.

c. To advance, must demonstrate a working knowledge of their particular field of interest plus a sound understanding of archery as it is practiced in the SCA.

3. Journeyman

a. Demonstrate a familiarity with their particular area of interest

b. Demonstrate an ability to teach this knowledge to others

c. Demonstrate a thorough grasp of archery history

d. Demonstrate an ability to produce quality items related to archery

e. Demonstrate a complete understanding of archery as it is practiced in the SCA

f. Demonstrate an ability to effectively teach their knowledge to others.

g. During their petition year, will be observed for overall skill and teaching ability and will prepare a Masterwork, to be presented to the Council with the Warden’s report.

h. The Council will evaluate and vote on the advancement challenge. This decision would be final.

Master craftsman

a. Has an acknowledged mastery in their particular area of interest

b. Demonstrate this mastery conclusively

c. Active involvement in the promotion of knowledge and practice of archery within the Kingdom

d. Actively plan, prepare, and run archery events

e. Demonstrate a complete understanding of the rules of conduct and law within the Kingdom as they relate to archery

f. Will comprise the Guild Council

g. Must be able to evaluate others

h. Help plan the future course of the Guild and be available to conduct Guild business.

D. Royal Round & York Round Medallions

1. Awarded yearly at Ursalmas to recognize the top 10 target scorers in various categories achieved in the previous year.

2. The Medallions can be given multiple times to any recipient.

3. Pewter medallions with the missile class, year, and score engraved on the back.

VII. Financial Policy

A. The Guild shall operate in accordance with the An Tir Kingdom Financial Policy.

1. The financial policies will be reviewed as needed and can be changed at the discretion of the Financial Committee and the Kingdom Exchequer.

2. The Guild master, Guild Exchequer and the other Guild account signatories are the Financial Committee for the Archery Guild. As much as possible they will try to involve the officers and members of the Guild in major financial decisions. A quorum will consist of the Guild master, the Guild Exchequer and one other member of the Financial Committee (also an account signatory).

3. The Guild has no annual budget, however the Guild Exchequer is authorized by the Financial Committee to reimburse officers for routine expenses.

4. Routine expenses are considered to be printing and postage for the newsletter, postage, telephone and copying expenses associated with Guild business. This definition may be expanded with the concurrence of the Financial Committee of the Guild.

5. The Exchequer is also authorized to reimburse teaching related travel expenses for Master craftsmen up to a maximum of $100 per year. This is to help defray expenses for trips over 100 miles form the Master craftsman’s home. In order to participate in this program the Master craftsman must register with the Chancellor at the beginning of the year, keep accurate records of expenses with receipts, keep the Chancellor apprised of the teaching schedule, and present a full report at the following year’s Council meeting. The $100 allocation is not to be paid out in advance, nor does any unused portion rollover to the following year. The reimbursement period runs from January 1 through December 31.

5. Fully documented receipts must be provided to support all expenses. This means that the name of the person to be reimbursed and a brief description of the expenditure must accompany the receipts. This rule applies to anyone expecting reimbursement.

6. Under exceptional circumstances, an invoice may be submitted in place of

receipts, with the approval of the Guild master and the Guild Exchequer.

Reimbursement on an invoice will be based on the amount that the Guild normally pays for that type of expense.

7. The signatory on a check may not also be the payee.

B. In the event of the dissolution of the Guild by the mutual consent of all officers and the concurrence of the Crown, all monies, inventory, and property shall

revert to the ownership of the Kingdom Arts and Sciences Office to be distributed and used at the discretion of this office.

VIII. The Guild By-laws and Guild Rankings will be reviewed every four years by a revisions committee. This general review should be scheduled to offset each other by two years, if possible. If they see the need for revisions, the same Revision procedure will be followed for both.

A. Changes to the Guild By-laws may be proposed at any time by any two guild

officers, or any three guild members.

B. Revision Procedure:

1. Before the regular four-year review, or whenever changes are proposed, the

Revisions Committee consisting of the Guild master, not less than two Officers,

and up to five other guild members will be formed. All Guild Officers should be

advised and invited to participate in the revision if they desire. Any Guild

member may apply to the Guild master to be on the committee. If there are

more than 5 applicants, the 5 will be chosen by lottery.

2. The proposed revisions will be published and provided to each guild member,

and also publicized on the Guild email list and web page. Included with the

proposed revision, should be an invitation to comment on the changes for a

period of at least one month.

3. The Revisions Committee will evaluate all comments and make necessary

alterations to the proposed By-laws revision.

4. The By-law revision will be considered final when approved by a two thirds

majority of the committee, and made public at a kingdom event guild meeting

and published in the newsletter.

5. Current copies of the By-laws will be provided to members by the Guild master when requested.
